It should be fixed in dev-latest. I tested UI from 2.9.1 to `dev-latest` and it looks good now.

We started having issues with failing upgrades from 2.9.1 to 2.25.0 dev-latest, this seems to be working fine for 2.24.0 upgrade.
Many upgrade tests are also failing on upgrade job, https://pmm.cd.percona.com/blue/organizations/jenkins/pmm2-upgrade-tests/detail/pmm2-upgrade-tests/7704/
Impact on User: Failed Upgrade via UI is a blocker for customers/users trying to upgrade from old version 2.9.1, we should support upgrade from any version to the latest.
Notes to QA: This is possibly broken even on versions older than 2.9.1 since on the upgrading job we run since 2.9.1 we were able to detect this.
Steps to Recreate:
1) Setup PMM Server 2.9.1 and client 2.9.1
2) Enable experimental repo, which points to dev-latest.
3) Run Upgrade via UI panel.
4) The upgrade panel will show a stuck log after the error I specified on the ticket.
