Has been verified with docker-way upgrade on 2.9.1 and 2.10.0, seems to be working as expected. https://github.com/Percona-Lab/pmm-submodules/pull/2183

It seems the upgrade from 2.9.1 version to 2.25.0 RC is still broken, we have a bunch of dashboards created inside a General folder, a "MongoDB RocksDbB Details" dashboard is showing inside MongoDB Folder.
STR:
1) Setup 2.9.1 pmm-server
2) Enable Testing Repo
3) Run UI upgrade.
4) See all dashboards moved inside the general folder, bunch of invalid dashboards too.
Impact on User: This is inconsistent and should not happen, it creates confusion for users to see random dashboards appearing along with missing dashboards from their respective folders.
Testing with Upgrade from 2.18.0 > 2.25.0 no such folder created post upgrade.
