Components Upgrade: VictoriaMetrics 1.60.0 to 1.69.0

What should be done:
PMM need to use the latest released version of VM

Why:

  • This will fix the bugs that existed in VM,

  • Simplify future updates

  • Let us play with new features in VM

Benefit:

  • many new features and a lot of bugfixes, some of them about perfomance and CPU usage
