UI. Create an independent Pagination library component (grafana)

Requirements

1. Move component from Integrated Alerting into separate folder

2. It should Renders well in light/dark mode

3. Decent test coverage (try to achieve 80% +)

4. Allow to change page size

5. Allow to custom render the current/total page

6. Should receive current, page size and total

7. Should call callback functions on size change or page number change

8. Allow to disabled the component
