Add support for Rotation of GCache Master Key

Description

With the new GCache encryption feature in PXC, we need to add support for the below DDL in pstress.

ALTER INSTANCE ROTATE GCACHE MASTER KEY

This DDL must execute only when encryption is enabled and gcache encryption is turned ON.
