[PT 3.3.1] pt-osc --alter-foreign-keys-method=drop_swap doesn't work with MariaDB 10.x

Description

Still doesn't work for me on PT 3.3.1 and MariaDB 10.3.23. Worked on 3.0.6 on a different machine. Regression?
Regression of: PT-1634
PT-1971 should be removed - created as clone of PT-1634 by mistake

Hi ,

Thank you for the report.

i've tried reproducing the issue with pt-online-schema-change 3.3.1 on MariaDB v10.3.28 and v10.7.3 but not able to repeat the issue however observing this Not dropping old table because --no-drop-old-table was specified. which looks bit weird because as per the document old table should be dropped, so sending it to engineering for further review.
