Tarball installation documentation has no mention of requirements

Description

The documentation for installing the toolkit as a tarball is sparse to say the least.
The worst part for the user is that it is unlikely to work at all without them installing something on the OS first.

Perl will error when they try to run any of the Perl scripts, which are probably the most common ones to use for MySQL.

There is currently no EL9 package for the toolkit either, which leaves the user left with only the tarball as an option. The rpm specification does not cover dependencies for this, because it appears that there is a new one:

It should be possible to at least mention the Perl modules (and any other software) that are required, even if not the specific OS package names that should be installed.
