"System Summary" graph breaks when perl is not available (OS summary dashboard)

Description

the system summary graphs runs pt-summary under the hood, which is a perl script. 

  • Is not checking that perl is avilable

  • When is not available, it throws command errors. Can it show a proper error message with a suggested fix?
