jenkins remove support for Xenial

Description

Upstream has removed support for xenial in 8.0.26.

They also added new code that is not compatible with c/c++ version from Xenial.

 

Temporarily Remove Ubuntu:Xenial from PXB Jenkins (multijob / compile / test )

 

This is blocking the rest of the Operation systems to be tested.
