xtrabackup should not check instant column after 8.0.31

Description

Hi teams:

In mysql 8.0.29, there is a critical bug(https://bugs.mysql.com/bug.php?id=107941) which maybe cause mysql crash. To avoid this, xtrabackup check the instant column as describe in https://docs.percona.com/percona-xtrabackup/8.0/em/instant.html

As mysql 8.0.31 released, the bug is fixed, maybe we should not check  instant column any more.

We are removing this limitation from the upcoming release of PXB 8.0.32. So PXB will not refuse backups of Oracle MySQL 8.0.32 with instant columns.
