It’s trying to package libperconaserverclient22 but if you download the TAR ball then it should be libperconaserverclient24. I’ve basically installed the Debian packages then downloaded the TAR ball for the missing files

Still broken in 8.4.3.
Maybe percona doesn’t want anyone to use 8.4? :)

The libdbd-mysql-perl package is also broken.
Returns:
install_driver(mysql) failed: Can't load '/usr/local/lib/x86_64-linux-gnu/perl/5.30.0/auto/DBD/mysql/mysql.so' for module DBD::mysql: libperconaserverclient.so.21: cannot open shared object file: No such file or directory at /usr/lib/x86_64-linux-gnu/perl/5.30/DynaLoader.pm line 193.

confirmed, I’ve installed all packages from https://downloads.percona.com/downloads/Percona-Server-8.4/Percona-Server-8.4.0-1/binary/debian/noble/x86_64/Percona-Server-8.4.0-1-r238b3c02-noble-x86_64-bundle.tar (except for *arm64.deb) and mysql_config is missing.
*-dev packages are broken for 8.4.0 on all Deb-based distributions
Debian/Ubuntu packages for the client library and development files are empty.
For example:
