Change deb repository so we can host multiple versions of the same package

Description

This is a request which comes up regularly from users (I have seen 2 already and PZ mentions it comes up regularly too). If we have time somewhere, this may be an interesting project/improvement.

AlexeyB indicated that it may be possible with other repo software/tools.

If changes would be made, let's discuss them in detail first to ensure everyone agrees with change.

we have in plans to add multi-version support for our original repo in future.
For now multi-versions work for such repos: tools ps-80 psmdb-40 psmdb-42
For current case if you need to install some old version of Percona Server you can download packages for needed OS from web site and create local packaging repo. How to do this you can find here:

I would like to add my voice to people requesting this.  I did such request in a private support case on October 12, 2018.  This bubbled back up recently in the context of https://perconadev.atlassian.net/browse/PS-6150#icft=PS-6150 (regression bug where a workaround would be to install a previous version of Percona Server, which is not easy to do with current repository structure).
