[UI] Enable PITR for MySQL

Add toggle accordingly on the wizard and send option to the API.

If the user didn't enable a schedule in the previous backups page then the following message should be shown.

Tested with Everest v0.5.0-49-gf4c8ffa release build version.

While creating a mysql database, the PITR can be enabled/disabled using the following

For PITR to be enabled, the scheduled backups should be enabled in the previous step. If scheduled backups are disabled, the PITR is disabled by default and this message is displayed
