HAProxy doesn't respect size setting with allowUnsafeConfigurations

Description

If I want to start with 1 pod of everything including haproxy and set "allowUnsafeConfigurations: true" this is what I get:

As you can see it is starting 2 pods for haproxy.
Root of the issue might be the same as in https://jira.percona.com/browse/K8SPS-183 but that will only be known after investigation.
