Add support for MySQL 8.4

Description

MySQL 8.4 comes with various improvements.

Once we have Percona XtraDB Cluster release with 8.4 we will need to support it in the Operator.

The support of PXC 8.4 was added as a technical preview. In PXCO 1.16.0 we have the following limitations:

  1. PITR does not work ( )

  2. Encryption does not work ( )

  3. Version service does not support PXC 8.4 and we need to add it ( )
