Clean up Persistent Volume Claims on scaling down event for ProxySQL

Description

As a user, I want to be able to enable the functionality that automatically removes ProxySQL PVCs after scale down event, so that I don’t have stale resources.

Right now PVCs are left intact if ProxySQL is scaled down.
