Scroll bar's amplitude doesn't reach all the way down the legend list

Description

In some dashboards, like OS --> Nodes compare, the scroll bar on the right of the graph won't reach all the way to the bottom of the legend list, as seen in the screenshot attached for the CPU Usage graph.

This issue looks like an extension of the problem reported in https://perconadev.atlassian.net/browse/PMM-4843#icft=PMM-4843.

Observed in the latest versions of both PMM and PMM2 (Percona's demo servers).

We soon should have fix in our DEV  build and we can recheck this one  against dev version
