Integrated Alerting: Show rule details for items in Alert Rules list

Description

User Story:

As a PMM admin user, I want to be able click on a  icon in the alert rule summary to have more details about the alert rule. The table row would expand to showing more details.

Acceptance Criteria:

  • There is a ↓ icon in the Name column;

  • clicking on the icon, a new row appears under the one on which the icon was clicked;

  • the newly opened row spans for the whole width of the table and contains the details to be shown (TBD);

Implementation Details:

  • code and PRs get pushed to percona-platform/grafana repository

  • test coverage

  • honor light/dark mode

The yaml content of the template is not being returned for built-in templates so the workaround mentioned above only works for user created templates until is done. For the rules created with built-in templates no rule details will be shown.

It was decided in planning that the Alert Rule Details will show the yaml content of the template until is ready to show the actual rule.

 we want to show the prometheus alert rule yaml content here but that's not provided by the API and there's no plans for it. A ticket for the backend needs to be created first.
