percona-release sets up the unavailable products for distros

Description

I'm able to set up a product that isn't available for the specific distribution and the percona-release won't complain about it.

For example on CentOS 8:

But 5.6 packages aren't there because we don't build/support it.

Similar issue is on Debian/Ubuntu:

I've noticed this with some other repo combinations, like xenial with the distribution repos.

script enables original and tools repo. so this should work. Also we are going to have repos for each product (ENG-202). So all other changes would be done in ENG-202 and
