The issue is not related to persistent variables.
The issue can be reproduced by starting MySQL with --proxy_protocol_networks='*' and stopping MySQL. Some memory will be lost. We don't have any test case that covers this scenario on 5.6 and 5.7 however the issue exists on all versions.
Test used to reproduce the leak on 5.6 5.7 and 8.0
