Implement TC_NULLBINLOG transaction coordinator

Description

TC_BINLOG is in most aspects much better transcation coordinator than TC_LOG_MMAP (which is used if >1 transactional SE is enabled and binlog is off), but of course as a TC_LOG_MMAP replacement it has the drawback of actually writing the binlog.

Investigate whether it's feasible to have a transaction coordinator that behaves like TC_BINLOG except that it only writes the minimum required for crash recovery.
