Block create/alter/drop/undo truncation while backup lock is available and hold lock until operation is completed

Description

undo truncation can cause xtrabackup to fail in 8.0.21
as it is now drop + create undo tablespace.

so we need to block undo truncation as part of LTFB to have stable backup.
