audit_log_include_databases and audit_log_exclude_databases are not respected by the audit.log

How to reproduce

Setup environment similar to

Issue 1 : audit_log_include_databases

We see in the example that foo database is not listed in audit_log_include_databases

But any activity on foo database

Gets into audit.log.

Issue 2 : audit_log_exclude_databases

We see in the example that foo database is listed in audit_log_exclude_databases

But any activity on foo database

Gets into audit.log.
