Azure Pipelines: Ubuntu 20.04 LTS runner will be removed on 2025-04-15

Description

This is a scheduled Ubuntu 20.04 brownout. Ubuntu 20.04 LTS runner will be removed on 2025-04-15.

We need to move some builds fromUbuntu 20.04 toUbuntu 22.04but some old compilers will not be available in 22.04.
Should we abandon old compilers or move them to Cirrus CI?
