We need stunnel dependency to support encrypted rsync feature we inherited from Codership 5.7.34 . Ref: https://github.com/codership/mysql-wsrep/commit/91ea5d4297ebca08d53ca755b5703f410803d8fc

Is this dependency needed? I do not see stunnel being used in the wsrep_sst_rsync script. if this is supported, then we would also need to remove the warnings/errors about running rsync with a keyring plugin.

Codership-5.7.34 has added dependency on `stunnel` for encrypted SST through rsync.
Introduced by commit: https://github.com/percona/percona-xtradb-cluster/commit/fc593926f0
The same needs to be updated in Jenkins as well.
