We have the limitations section below for RHEL 8 and other EL8 systems installation, where we mention the requirement to disable the MySQL module.

The Percona XtraDB Cluster installation documentation should include similar limitations or instructions. The step to disable the MySQL module for RHEL 8 and other EL8 systems is currently missing from the documentation linked below.
