Some packages weren't updated

Description

User impact: User can be confused with wrong version displayed on QAN page

  1. Install PMM 1.17.4

  2. Enable laboratory and testing repos

  3. Run UI upgrade

Actual result: Upgrade is successfully finished but some packages weren't upgraded:
